yes the dunderheads rule. on another note:, In Australia, they are sensitive over minority rights, so for government services especially forms & paperwork for common stuff like tax, applying for social benefits, drivers licenses... in multiple languages, including aboriginal, various european lang., vietnamese, chinese, etc... but this philosophy or policy seems not to apply in the IT arena, most online stuff seems mono-lingual and not only that, its Windoze only! So either: minorities are not expected to be IT literate, or despite the gov push for e-Services, the gov's understanding of IT usage still lies somewhere the dark ages. And the rights of the non-Windoze-user minorities don't count!
