People are free to make derivatives. But, to reduce the wasted effort, please do it upstream.
Debian have Pure Blends [http://wiki.debian.org/DebianPureBlends], Fedora have Spins [http://spins.fedoraproject.org/], Suse have Studio [ http://susestudio.com/] Use them, and people will actually appreciate your work.
