It is a 50M investment or somebody donated for this project? Oh yeah...its voluntary (tricubes or the citizens?). Instead of just setting up a national email service, other alternatives should be considered to support citizens diverse background. Is the use of Facebook and other established social networking tools acceptable? Some of the alternatives to consider replacing the need to create such an email service; 1. The NRD should jointly work with other agencies to have a project that collects citizen emails. At least they know these emails are being used by these people. 2. LHDN has a showcase of its use of "Digital Certificate or signatures" for efiling. Learn from it (or its down side). Think about openPGP, you can hold your own certs. 3. Use social networking (transparency) tools like Facebook. 4. To contribute towards an innovative society, use opensource solutions. This will develop local skills (make projects like this 100% locals) and for the long term 2-5 years. All said and done, we are still expected to respect the investors for that 50M project. After all, someone (or some group of people) must have considered to get expert opinions and forecasting before pumping in that kind of money entrusted to them. Or is this voluntary? If they could just make 1email service for all government personnel, it would be much better. Since they all already have multiple instances of email servers in each agency, this consolidation means a huge savings to the people's money. At the same time, their ICT officers forego problems such as SPAM, email backups, availability of service, confidentiality, connectivity.
