    York for all phone calls, including inner city calls. Yes, that means
    even to dial across the street you will have to dial 1-xxx-xxx-xxxx.
    Eventually as the phone number system fills up because of more people
    having cellphones/pager/fax and a home/office phone line we may see
    this happening in more cities across the nation or the [3]NANPA may
    have to intervene by making phone numbers longer in general."

South African Gov't Declared An Open Source Zone

Publication Bans In A Borderless World

    Canadian court on the Canadian media in a well-publicized serial murder
    case. Now this ban doesn't apply to foreign media per se, but given the
    borderless nature of the Internet, it leads one to wonder about the
    efficacy of such a ban. Canadians clearly have access to the American
    media channels online. The last major publication ban occurred in the
    early nineties with another Canadian serial murder case involving
    [1]Paul Bernardo. It was effective to the point that the Internet was
    still a young medium, but even then, there were a few newsgroups
    created that were dedicated to spreading rumours about the ongoing
    trial."

Judge Decides X-Men Aren't Human

    An anonymous reader points to this [0]Wall Street Journal article,
    writing "According to the U.S. Court of International Trade, the X-Men
    (along with other figures from the Marvel universe) aren't human. The
    presiding judge subjected the figures to "comprehensive examinations"
    which included "the need to remove the clothes of the figure."
    Ironically, the X-Men, whose struggle for human acceptance has been a
    key theme in the series, were more easily classified as non-human than
    Kraven and Mole Man.

    SCons alpha release 0.10 is now available for download. SCons is a
    software construction tool (build tool, or substitute for Make)
    implemented in Python, based on the winning design in the Software
    Carpentry build tool competition (in turn based on the Cons build
    tool). IMPORTANT: Release 0.10 contains the following interface
    changes: - The meaning of the third argument passed to user-defined
    Scanner functions has changed. It was formerly the target node being
    built, and is now a list of directories (a path) which may be searched
    for files found during the scan. - The .sconsign files are no longer
    ASCII text, they are now a pickled (binary) Python data structure. This
    release adds the following features: - SCons now prints a description
    of Python functions being executed as actions to update a target. -
    Scanners now support a "recursive" attribute that specifies the Scanner
    will be re-applied to files found during the scan. - A new Clean()
    method supports removing user-specified files when using the -c option.
