The browser brand/platform/version/config needs to be constrained here too. Browser behaviors don't exist in a vacuum -- each engine implements the specified (and under-specified) chores in a slightly different way.

(If you're requesting a new OBJECT/EMBED in order to pass data via LocalConnect, then browsers will vary in how much time they require to initialize a new plugin instance. The Macromedia Flash Player remains a very fast-starting plugin, but asking the browser to load a new SWF will require a discrete slice of time before that new object can communicate with other SWFs in the page.)
