Nit-picking on my part, but I see it as a bit more decoupled than that... there are various ways to create SWF files, and various environments in which to render SWF files, but it's not necessary for a tool to create for one device... closest I could see to that would be creating a particular profile of SWF, which then plays back in a range of Macromedia Flash Player engines.

Considering the timeframes, I'd also recommend a web search on term "flashlite deuce" right about now.... ;-)
