so, actually, it doesn't exist any solution to avoid using the flash ide
to have F7 component?
It seems that I have to suscribe to the list of people waiting the
actionstep release...

There is also an Ant script floating around out there by Christoph
that does the
same thing. Not sure where that is though.
Using one of these in conjunction with SWFMill aught to get you what
you need.

a swc is just a zip file, so you can unpack it yourself and include
it like that
