I think you need to do something like:

1) Delete the file 'syncmail'
2) Commit this change to the 'CVSROOT' module
3) Copy a new instance of 'syncmail' to your checkout of 'CVSROOT' (don't
   Add to Version Control yet!)
4) Under File Properties->Info, tick the Executable box
5) Add 'syncmail' to version control, and commit the change to 'CVSROOT'

I didn't test that procedure, but it's roughly the set of steps I'd take
if I were doing this on the command-line.
