That actually gets source that is a month old (if you get any at all).
 I haven't updated that page since they moved the source over to
Subversion.  Tortoise SVN and Tortoise CVS are quite similiar but
you'll have to use the new repository
(http://svn.sourcesecure.co.uk/osflash/actionstep/).
