That's pretty much our plan.
I could be wrong (it happens from time to time), but I figure it's easier to open a project if there's:
a) a working model in another format to base your open project on; or...
b) an existing project that offers some functionality, with a lot of room for growth and customization.
Based on the last thread about SCORM and Flash, I'm shooting for option B first, so I can offer "something" to the community, that could then be improved by the community.

I think that there is enough demand for a tool like this that it may be
worth submitting it here to OSFlash as a new project. Maybe making
