You probably want to check out MapServer
(http://mapserver.gis.umn.edu/).  It's open source and outputs .swf
from shp files (as well as jpgs, pngs, gifs, etc).  It's not exactly
tuned for Flash (in my evaluation it seemed a little buggy) but it
works.  It's actually a pretty awesome, mature product.  Contact me
offlist if you have any more questions about MapServer's capabilities.
