Sorted, for the future benefit of anyone having issues with getting OS up and 
running here are my problems and solutions:

1 - Could not start Eclipse, 
Error: "required java version 1.4.1: available 1.3.0_01"
Even though I had the latest version of Java SDK, apparently something to do 
with an Oracle install, the system would default to 1.3 (test from command 
prompt "java -version")
Solution: Add the following environment variables (Right click My Computer, 
Properties, Advanced tab, "Environment variables")
Two new system variables: 
        JDK_HOME=C:\PATH\TO\JDK 
        JAVA_HOME=C:\PATH\TO\JDK
Then edit the existing PATH variable by adding the following to the BEGINNING:
        %JDK_HOME%\bin;<THE REST OF THE PATH VALUE>
Then eclipse should start!

2 - Flashout not showing in prefs
using command prompt navigate to eclipse folder and start eclipse using
        "eclipse -clean"

3 - Can't view the flashout preferences
Error: "Unable to create the selected preference page. Reason: Plug-in
com.potapenko.flashout was unable to load class
com.potapenko.flashout.preferences.FlashoutMTASCPreferences."
Solution: Ensure you have the latest version of the SDK (then re-check solution 
to problem 1!)
