however for the time being i found a work around with the batch file which is:

mtasc -cp "C:\Documents and Settings\user\My Documents\prj" app.as -swf myapp.swf
start "C:\Program Files\Macromedia\Flash 8\Players\SAFlashPlayer.exe" myapp.swf

start with the path to the flash player then followed by the name of the file that needs to be opened seeems to do the trick for now
