This is related to how revisions work in svn. The behaviour that you want would be suitable for cvs, which track revisions for each file. However, svn tracks revisions for the entire repository. Assume that you are viewing a repository at revision 1000 while the last change to a file was at revision 10. So if you download the file at revision 1000, the Trac browser is correct in "switching" (not to be confused with svn switch) the revision to 10.
