Yes, it's a "Public Alpha ActionScript 3 Preview". Most alphas and betas of commercial products time out. But incidentally, where did you see the 30 day thing? I don't see it there.
As far as additional releases, it does say: "The Flash Professional 9 ActionScript 3.0 Preview is the only planned "preview release" of the next version of the Flash authoring tool before the final version ships in 2007."
