I believe that Red5 is not itself a webserver, but actually runs in a servlet container (which can be a webserver). I think that most installs of red5 use either jetty or tomcat, but if it is possible to use resin (another servlet container, and a webserver) instead, you might be able to use resin's ability to run PHP (though it is not fully compatible with the official PHP implementation). Otherwise it is very unlikely that you will be able to run PHP without apache.
