John is right. Xray is that tool for Flash. The only thing that it's missing from the features that Firebug offers is the debugging feature. This is something that I could see being added to the tool, but it probably would be a waste to implement for AS2 development. Hopefully the information that Nicolas initially illustrated here: http://osflash.org/ofd?s=debugger is still relevant to AS3 and can be somehow implemented in the next version of Xray.
