What about using a swf reveser engeneerer to generate a .fla and simply
compile it again? since it's all about simples swf, just 2 frames, 2 images,
you could use a swf2fla converter without any losts.

Hi,

We are porting a big project to AS3, but we have many swfmill generated
source swfs (just has pure bitmap graphics key frames in the swfs). If we
reuse them, we can't control them easily when they are loaded into our
application.(They will be loaded as AVM1Movie since swfmill can't output
flash 9 format swf).

So, just wondering is there a such tool that can convert a flash 8 swf to
flash 9 swf format to make them can be loaded as 
flash.display.MovieClipinstance.

just a thought:
You might transform your SWFmill XML file to MXML using a appropriate
XSL(T) and then let Flex generate your Flash9/AVM2 compatible SWF.
This way you would not convert SWF2SWF but XML2XML.
Do you think, this could work?

The idea is doable, but we need to regenerat all swfs from our pngs, yes,
although not as convenient as if there is a swf converter, but it is a good
