PureMVC isn't a Flex based framework. It's not even only actionscript based! 
It's available for AS2, AS3, C#, ColdFusion, haXe, Java, Perl, PHP, Python and 
Ruby! I'm not sure if all of the implementations are feature complete but you 
can definitely easily use it in pure AS3 / Flash projects. I've got to agree 
with the positive reviews of PureMVC, I find it's just enough to help keep a 
project organised without forcing you to do things in a way you don't want to...
