I don't believe that this works: That cmake generated CONFIGURE_FILE's should not appear in the LIB_PUBLIC_HEADERS variable of the library. The INSTALL_FILES line in the posted change ensures that the generated file is installed into the prefix directory. So you should not need that. Probably this breaks the build on a fresh checkout or of an out of source build. ... may be this is the reason for the long thread here??
