I haven't looked at the FBO side at all.  Support for an FBO pool
could possibly use a similar approach to the Buffer Object pool,  but
it's likely to need a complete specific code path for it.
Complications will arise from the fact that not only are there FBO's
but also the associate texture objects that will need to be tracked
correctly.   Creating an FBO pool is not something I have on my
schedule/TODO lists, feel free to dive in.
