Another simple change made against VPB SVN (2 lines modified).

The change allows a patch to an existing database to modify the list of
optional layers and to modify the texture format.

1) The optional layers change:
Without this modification it is not possible to add or remove an
optional layer to/from an existing database. My use of VPB will involve
the regular addition of optional layers.
I have tested the change by adding and removing many optional layers
to/from an existing database.
I am reliant on this change for the functionality I require.

2) Changing the texture format.
With my change it is possible to change the texture format when patching
an existing database. This will only effect those textures that are
created / modified during the patching process, and will not change the
format of existing textures that are not modified during the patch. 

I found this change useful when adding optional layers. In this case,
the functionality of the change is clear. All textures in the new
optional layer are generated using the new format. I have only done
extensive testing of this change when adding new optional layers.

I am not in great need of this change to the texture format and it may
have consequences I am not aware of / be unclear in its operation. If
you are not happy with this change as is (I don't have the time / need
to examine this in detail), it would be great if you could just merge
the change to the optional layers policy.
