Sure, sure... But I'm having UNSPECIFIED everywhere... This forces me to 
trigger STATIC_OBJECT_DETECTION before.

Ooppss. still get wrapped up in negatives.

If the DataVariance is DYNAMIC then you don't want the optimization to
take place, so you only allow optimization when DataVariance is
STATIC.
