You can try Konqueror (the KDE browser) - that works in Linux as well as
on a Mac (as Safari). The rendering engine should be portable. Also
Mozilla Gecko could be usable, but that is probably far too heavy for
your needs.

BTW, it is very likely that you do not need complete HTML support. If
that is the case, a simple "rich text"-like widget for wiki-like syntax
would be much more lightweight and easier to code than to deal with HTML
(and Javascript, and embedding objects and whatever security issues the
library could have).
