You must have something wrong in your config or Windows setup because I'm typing this while OSG is recompiling with 2 threads on an AMD 64 X2 dual core and I'm able to do lots of other things at the same time. Sure I won't go play a game, but I can surf, write code, reply to e-mails :-) I agree that in general, performance is better in Linux, but I wouldn't say it's that bad. I'm about as productive on both (Windows at home, Linux at school) and I think it's just a matter of getting used to your work environment(s) in both cases.
