Sounds like a security hole akin to allowing non-root users to put stuff
in /usr/lib?  I would hope any MS-approved publicly shared locations
would have some protections to keep the kiddies out.

My OSG win32 installer, built using Inno Setup, simply uses private
assemblies and it works just fine, as long as the pathing is set up.
