No other factors.  If the node is traversed by any of the traversals
its count is incremented and kept "active" as far as the DatabasePager
is concerned.

The inactive list is just the PagedLOD's in memory that aren't being
actively traversed.

 Once once the PagedLOD's have been inactive for longer than the user
definable cut off time are they then shceduled for deletion.
