osgdem has been moved into the VirtualPlanetBuilder project since after 1.2 (meaning 1.2 was the last official version of OSG that contained osgdem). To get it with a recent version of OSG, please see http://www.openscenegraph.org/projects/VirtualPlanetBuilder and pay heed to the table of required versions at the bottom of the page, which will tell you which version of VPB you need for your version of OSG.
