I've alway got OGR as part of GDAL, the current version of GDAL I have is 1.5.2. I haven't heared of OGR Frame work before so can't comment on this. You haven't specified either the version or the error you are getting. There really isn't much we can do on your behalf without more info about how/where you got OGR from.
