I actually own C:\Program Files\OpenSceneGraph on the machine. I can create
any files or directories there.  For example, bin, include and share are
created as part of the install process.

I know, but I was clutching at staws trying to find something that might explain the difference. Why would it be able to create a .dll but not a .lib? There's no magic going on here, all CMake is doing is copying files around.

I can't think of an explanation. Sorry. It works for me with both 2005 and 2008 (I tried yesterday for an unrelated task) and I don't see what would be different on your side to make it fail.
