The first problem: i had no /osg/config file?? How i create this config, without ./configure.
I have no idea about using Eclipse or MinGW to build OSG, but to generate the Config header you need to run CMake. CMake is not a build system itself, it's a build file generator which can generate Visual Studio project files, unix makefiles, etc. Get CMake from www.cmake.org and run it, and see if CMake can generate makefiles for MinGW perhaps.
