By "focal length effects" do you mean depth of field? Where you have the foreground and background blurry and the area of interest in focus? You can't do such simulation of physical camera which just normal OpenGL rendering, so no amendment of a projection matrix will do this. Have a search on web and literature about depth field. You can do it with the OSG using multiple render to texture cameras and then blending the result.
