there are several old tools http://osgedit.sourceforge.net/ http://sourceforge.net/projects/osgscenemaker/ not sure how well they could serve, but from screenshots it looks like you may access the structure ( but you would need to compile these tools with your version of osg ) commercial app to view structure is http://www.simlab-soft.com/3d-products/simlab-composer-main.aspx it supports OSG files.
