My inclination would be to either sync the SO version to that used by
Debian, or to use a higher number, such as 20 as our new base.
I agree that bumping OpenThreads 3.3 to soversion 16 or higher is the
easiest way to end this split. I would guess that adding a second link
could let 3.2.1 provide both .so.13 and .so.15, but don't know enough
about this to recommend it.
