I am bit confused, VPB is an offline tool used on desktop or server
machines to build a database.  It's not a piece of software ever
written to run on Android, it's never been ported, and I really can't
see any value in this either.  If you want to do this under Android
then give up now, it's not supported, nor do I ever feel that such a
port would be sensible - if you want to create a database us a PC
based system, it'll have the power and capabilities that you need for
such a heavy duty task.

What I could see being of value on an Android machine is generating
paged databases using VPB using a standard PC Windows/Linux/OSX
system(s), then putting this data on a server, then running and
Android 3D OSG based viewer that views that paged database by
dynamically pulling the tiles in via http (using the OSG's native
libcurl based plugin.)

Is the later what you are trying to?
