I haven't done any work with localisation before so I can't comment on the actual code to us.  I would say that its essential to keep the '.' as the seperator to ensure compatibility of .osg and other files between different locals, otherwise you'll end up with having to have local specific versions of all .osg file etc, which frankly would be total maintaince nightmare alround.

So the solution really has to be in resetting the local or restricting the local when the OSG read/write are invoked.  This really would need to be done at the application level.
