responsibility/decision to add them or not (I don't know any reason,
why not to add them to the repository).
This seems really odd to me. On all the platforms I've ever worked on I
only have one .cvsignore file in whatever directory my platform
considers root... and it applies to all repositories.
This should say, "considers home..." Which just happens to be root on
Windows 2000 and a more sane place everywhere else.
