As the de-facto ATI persecutor around here, I'll step forward. No I haven't seen this issue before.
Are they running the latest ATI drivers? I have successfully turned on VSYNC on my laptop (with the associated CPU spinlock issue, that is rumored to be fixed but doesn't seem to be yet).
Maybe you could also confirm for us if the spinlock and mipmap issues are or aren't actually fixed or not in the latest Windows drivers?
