My understanding is that the textures are stored compressed. Since all of
the S3TC compression modes are fixed-compression schemes, it is not difficult
for the graphics card to decode them when it's time for displaying them.
Lots of the literature I've read tout compressed textures as a way to reduce
both bandwidth and video memory usage, which implies that they are stored
correct.
