1.0 used AlphaFunc enable for all bins, both transparent and opaque. 1.1 only enable AlphaFunc for transparent bins (ones sorted back to front). So if you are seeing a difference then your transparent billboards arn't being placed in the transparent bin. You have two options, attach an AlphaFunc to them explictly, or just do a stateset->setRenderBinHint(TRANSPARENT_BIN) on them, or just apply AlphaFunc to every thing.
