Then my question is why does it have such a problem with osgDem
generated IVE's.  Like I said it works fine when there's just 1 level of
Detail but as soon as I make it paged I have my z-value points in the
same location as the lowest level

The IntersectVisitor works just fine with PagedLOD databases, for
instance you can drive around a PagedLOD scene or use the terrain
manipulator both of which use osgUtil::IntersectVisitor.
