As Robert is away, I will answer your question. You should first make
sure that you're subscribed to the osg-submissions mailing list using
the email address you're submitting changes from. This is a separate
subscription from the osg-users list. Second, Robert likes to have
submissions attached separately because it makes his job merging changes
easier. Please include complete files in the attachment. Mozilla/Firefox
sometimes erroneously includes attachments in the main message.
