The OSG's terrain generation tool generates multiple levels of detail
as required by the source data.  It'll handle whole earth, geospatial
imagery and terrain, including down to sub metre data.  The data used
for each level is sourced from input DEM and imagery at the highest
res available then downsampled as required for even LOD level.
