I'm afraid there nothing I can do/recommend at me end as I haven't
seen this problem. If you can provide a means for me to recreate the
problem at my end then I might have a chance.

Have tested with the ClusterCulling off and the problem still exists.
Even
with all culling disabled -> same problem. It looks more like the lower
LOD level is switched on when go down in elevation but it shouldn't of
course.
