I would have to say no fur us to including things like jpeg, zlib, png etc their not essential to OSG unlike where Openthreads is as we need our own versions of some of these which have been tweaked for our heavily threaded applications and 64 bit builds ....

I think it's a good idea as well. In fact I'd go even further and include a subset of the third party libs. I've always appreciated this when building fltk. They include the source, and integrate into the build system, zlib, png and jgeg which are all small and simple C libraries that compile in a blink of an eye. So without any extra faffing around you can always download the latest version and give it a try.
