All,

I have added Oracle Instant Client (C API headers, libs, and dlls only) as an 
installable library for OSGeo4W.  After some private discussion with a few 
Oracle folks, they are ok with us redistributing the OCI runtime and dev 
environment as long as we notify those receiving it that they're subject to the 
export restrictions and licensing of Oracle Instant Client.  When "oci" is 
installed, it currently places a "INSTANT_CLIENT_README.txt" file in the root 
(C:\osgeo4w) directory of the installation with the following text:

This seemed less in-your-face than trying to flash something from the installer 
(and it didn't require any changes to anything to support), and I thought I'd 
ask for forgiveness rather than permission to do it :)  Anyone see a problem 
with this?

PS, I would suggest that we still maintain a plugin approach for things like 
GDAL and MapServer, which are already quite large.  Having the Instant Client 
in OSGeo4W will just make for an easier deployment and setup for
