It seems that this really is a proxy issues. We can close this bug.
I got a workaround from Jürgen: Some downloaders, such as wget can
download the concerned file with a "no cache" option (wget --no-cache).
This triggers an update of the concerned file in the proxy cache.
I also just recently started to establish a local package repository to
reduce the bandwidth of the OSGeo Server and accelerate our own local
installations. It also reduces the proxy issues for us.
