#236: apt needs to report version

as I work on better packaging and a system for apt to upgrade itself in
place it's getting increasingly hard to determine which version is
available in the current shell.
I'm undecided if apt should report a version number on every use or only
when asked, `apt --version`. The former is certainly easier to add, so
will probably win, at least initially.
