Ah, that helps. I can confirm the error on my system now. It turns out
that if the `gdal-filegdb` package is installed ogrinfo never tries to use
the gpsbabel format:

ERROR 1: Error: Failed to open Geodatabase (The system cannot find the
path specified.)
ERROR 1: Error: Failed to open Geodatabase (The system cannot find the

What does the working `gpsbabel -V` report on your system? (osgeo4w is
1.4.2)
