#258: Problems with python-shapely (python 2.7.2)

Since python 2.7.2 the python-shapely package isn't working. It seems
that the geos.dll file in apps/python27/DLL is missing. I'm not sure what
package is supposed to install it, but without it the package cannot be
imported into python
--
